Department Profile:

National Strategic Planning & Analysis Research Center (NSPARC) conducts research and creates customized solutions in areas of economic, workforce, business, and community development. 

Essential Duties and Responsibilities:

1. Engage in effective project management and supervision across the entire basic and applied research portfolio, provide scientific direction and ensure the rigor and quality of all research and analysis, and provide technical and project management expertise, guidance, and support to assistant directors, research project managers, research program managers, research faculty, and faculty affiliates to ensure that research and analysis projects move forward according to schedule and that center research goals are achieved.
2. Manage the content and logistic development of research goals and research project milestones for complex grant- and contract-based research projects including coordinating and managing the activities of the Center’s research and analysis faculty and staff to achieve the stated goals and milestones.
3. Provide programmatic support to the Center’s leadership team and be able to clearly convey research strategies and methodologies, estimates of effort, deliverables/milestones, and timelines for projects, as well as clearly articulate these in statements of work and to members of interdisciplinary research teams.
4. Serve as an expert resource and thought leader to advise on and evaluate research methodologies, available data, statistical techniques, and other project/study relevant resources to evaluate alternate solutions and develop recommendations to move projects forward and coordinate with executive management on project goals and deliverables as well as report project status and progress to the Center’s executive director and deputy executive directors.
5. Coordinate with business, planning, analysis, application development and infrastructure team leaders to facilitate a holistic approach to Center research activities to better develop, evaluate, enhance, and/or implement quality improvement practices, processes, and procedures for general research project management related to grant- and contract-based research.
6. Develop manuscripts, reports, briefs, concept papers, PowerPoint presentations, memos, project documentation, and other content to disseminate research and analysis to technical and non-technical audiences internally and externally.
7. Manage, supervise, and evaluate Center research staff and postdoctoral research associates including assistant directors, research project managers, research program managers, research associates, postdoctoral research associates, graduates students, and student workers as well as effectively coach, mentor and motivate to build skills, competencies, and experience.
8. Performs related duties as assigned.

Minimum Qualifications:

Ph. D. in Sociology, Demography, Economics, Statistics, Political Science, Public Policy Administration, Educational Psychology, History, Geosciences, or related discipline and 0 – 1 year of experience in research methods and statistics.  No substitutions allowed.

Preferred Qualifications:

• Published in peer-review journals.
• Success with grant applications.
• Familiarity with pre- and post-award federal grant requirements.
• Experience with a variety of statistical software including but not limited to SAS, SPSS, Stata, and R. 
•  Experience in a university research setting.

Working Conditions and Physical Effort:

• No unusual physical requirements. Requires limited lifting of files and records and nearly all work is performed in a comfortable indoor facility.
• Frequent external imposed deadlines; set and revised beyond one’s control; interruptions influence priorities; difficult to anticipate nature or volume of work with certainty beyond a few days; meeting of deadlines and coordination of unrelated activities are key to position; involves conflict-resolution or similar interactions involving emotional issues or stress on a regular basis.
• Job frequently requires walking, sitting, reaching, talking, hearing, handling objects with hands.
