Position Function:

As a strategic business partner, the Human Resources Generalist provides guidance to administrators, deans, directors, department heads, supervisors, and other employees based on routine, critical, intense, and complex work-related situations. Provides guidance based on interpretation of University policies and procedures, applicable State and Federal laws, and IHL Board policies and procedures related to human resources management. Performs an administrative role within HRM to provide resources to the University in the following functional areas: employment, employment based visa processing, compensation (including job evaluation, salary administration, and pay related benefits), employee relations, training, and compliance. Provides support to other systems, processes, and programs such as workers compensation, performance management, drug testing, background screening, employee assistance program, EthicsPoint reporting system, and the University’s Talent Management system.

Essential Duties and Responsibilities:

1. Develops a strategic partnership with assigned divisions and locations to provide guidance to administrators, deans, director, department heads, supervisors, and other employees based on routine, critical, intense, and complex work-related situations.
2. Provides guidance based on interpretation of University policies and procedures, applicable State and Federal laws, and IHL Board policies and procedures related to human resources management.
3. Develops human resources solutions by collecting and analyzing information; recommends courses of action based on University policies and procedures.
4. Collaborates with departments to address current and future hiring needs and to ensure that staffing resources are available to meet these needs.
5. Develops and updates new and existing position descriptions.
6. Collects and provides data to the job evaluation system; manages outcomes to ensure proper classification of staff positions.
7. Assists in creating and sustaining a positive work environment. Consults with management and employees to facilitate resolution of work related issues.
8. Reviews employee complaints and ensures accurate and timely documentation of concerns or issues.
9. Provides guidance to management and employees in the use of the positive discipline/staff conflict resolution program.
10. Provides guidance to management and employees on various compensation issues.
11. Conducts due diligence reviews with regard to departmental restructuring and requests for reductions in force. Supports two way communications among members of a department in times of change.
12. Supports the University’s Talent Management system by providing training and information to users.
13. The Human Resources Generalist is the subject matter expert on the processing of employment based visa processes at the University. Works with departments and employees to collect required information; files non-immigrant visa petitions and/or consults with the University’s immigration attorney in the filing of permanent residence petitions.
14. Processes criminal background screen requests and participates in the adjudication process to obtain clearance for all employees and selected student worker positions.
15. May be assigned to manage the University’s random drug testing programs.
16. Provides guidance and information on the workers compensation and unemployment programs.
17. Acts as a liaison for learning and development training programs; may create and conduct training sessions.
18. May participate in the investigation and response to complaints of misconduct; violation of University policies and/or procedures, federal and/or state law; discrimination and/or harassment; and, other work related areas.
19. Performs other duties as assigned.

Minimum Qualifications:

1. Bachelor’s Degree in Human Resources Management, Business, or other related discipline.
2. Three years of progressive human resources experience.

Additional higher education may be considered in lieu of work experience for this position.

Preferred Qualifications:

Master’s degree in Human Resources Management, Business, or other related discipline
Human Resources experience in higher education
Professional HR Certification
Experience in conducting mediation

14. Working knowledge of state and federal laws, regulations, and policies related to human resources, including employment, immigration\work authorization, equal opportunity\affirmative action, and other relevant government agency compliance requirements.

Working Conditions and Physical Effort

No unusual physical requirements. Requires no heavy lifting, and nearly all work is performed in a comfortable indoor facility.
Externally imposed deadlines; set and revised beyond one’s control; interruptions influence priorities; difficult to anticipate nature or volume of work with certainty beyond a few days; travel or irregular hours often anticipated; meeting of deadlines and coordination of unrelated activities are key to position; involves conflict-resolution or similar interactions involving emotional issues or stress on a regular basis
Job frequently requires walking, sitting, reaching, talking, hearing, handling objects with hands
Job requires standing, stooping/kneeling/crouching/crawling, and lifting up to 10 pounds
Vision requirements: Ability to see information in print and/or electronically
