The Program Coordinator is responsible for coordinating and overseeing program activities related to Human Resources and Operations. This position will coordinate and act as the liaison between the Head Start Programs and Human Resources. The various activities include recruitment, retention, training and development, performance management, employee policy and procedure, records management, Human Resource Information Systems (HRIS), and legal compliance. The Project Coordinator will also be responsible in the management of operational areas (IT, Facilities and Maintenance) in collaboration with the Director of Early/Head Start Services, and Assistant Director of Monitoring and Compliance that support the programs and centers to operate efficiently and effectively by ensuring that the sites are safe and healthy environments meeting all Federal, State and local licensing and health codes/regulations applicable to their type of use. This position reports to the Director of Early/Head Start Services and is a member of the leadership team.

Essential Duties and Responsibilities:

• Schedule candidate interviews for hire and maintain hiring records.
• Maintain employee files as required by licensing, Head Start Performance Standards, and university requirements.
• Process leave and leave without pay for program staff.
• Process travel for program staff.
• Place orders to support program delivery while following state laws and completing purchase requests.
• Coordinates activities including, but not limited to employee relations, total rewards, training/development, reporting, and compliance with Human Resources.
• Establishes effective partnerships with various teams. This will require frequent travel to centers.
• Facilitates pre-hire onboarding activities and new employee orientations, which includes coordinating and scheduling such activities.
• Coordinates the resolution of specific policy-related and procedural problems and inquiries and recommends operating policy and procedural improvements when identified.
• Maintains databases, computer software systems, and manual/electronic filing systems, which include keeping employee data updated and accurate as well as providing technical support as requested.
• Drives assigned projects to successful completion.
• Serves as a member of the delegate leader team, which includes supporting the Director of Early/Head Start Services in meeting all program or company-wide goals.
• Oversees the issuing of company supplies to personnel, while maintaining an inventory of equipment, laptops, cell phones, walkie-talkies etc.
• Supervise the Administrative Assistant and provide direct supervision, observation and coaching.
• Supports the Assistant Director of Monitoring, Compliance, and Operations in maintaining buildings and grounds, ensuring compliance with municipal ordinances, state licensing laws, and federal standards and maintaining employee licensing compliance files at the centers.
• Assists the Assistant Director of Monitoring, Compliance, and Operations with the transportation fleet, obtains insurance cards and vehicle registrations. Ensures motor vehicle inspections are conducted yearly. Arranges for transportation contracts and school trips.
• Maintains contracts for all utilities, communications, storage, cleaning services, and trash removal
• Coordinates program level meetings which include Policy Council and Governing Board.
• Participates in assigned meetings, events and training as required.
• Performs any and all other duties or functions as assigned.

Minimum Qualifications:

Education: Bachelor’s Degree in human resources, business, psychology, child and family studies, social work, or related field.
Experience: Minimum of 3 years of experience related to duties and responsibilities listed above.
Substitution: An equivalent combination of related education and related experience may be considered for this position.
Licensures:
• Current driver’s license & reliable form of transportation
• Obtain certification in CPR and First Aid
• Physical exam and background checks are required for this position.

Preferred Qualifications:

• Supervisory experience.
• 5 years of similar work experience.

Knowledge, Skills, and Abilities:

• Ability to sit most of the time with some bending and reaching.
• Ability to stand, walk, and bend periodically.
• Ability to engage in repetitive movement of wrists, hands, and fingers – typing and/or writing.
• Ability to work frequently at close visual range (i.e. preparing and analyzing data and figures, accounting, transcription, computer terminal, extensive reading).
• Ability to receive and respond to oral communication.
• Ability to exert up to 20 pounds of force to lift, carry, push, pull, or otherwise move objects.

Working Conditions and Physical Effort

• Travel required locally or long-distance up to 30% of the time for work-related meetings and functions.
• Work is generally performed in an office environment.
• Noise level in the work environment is moderate to occasionally loud (examples: business office with computers and printers, light to moderate traffic, human voices).
• Standard office equipment generally used includes:

• Personal Computer (monitor, keyboard, and mouse) or Tablet
• Printer/Photocopy Machine
• Calculator
• Fax Machine
