Position Function:

This position serves as a member of a team of professionals responsible for ensuring that Mississippi State University maintains compliance with federal regulations related to research compliance, research security, and export control.
This position provides administrative oversight and operational support across a broad range of compliance and security areas, including human and animal research protections, biosafety, financial conflicts of interest, controlled substances, responsible conduct of research, and export control programs.

The position supports university-wide programs and works collaboratively with compliance leadership, including the Research Compliance Officer, Facility Security Officer, and Export Control Officer, to ensure institutional compliance and risk mitigation.
Rankings and qualifications within levels (I, II, III, Senior) are based on education and experience.

Salary Grade:  14

Essential Duties and Responsibilities:

Research Compliance Functions
• Implement and support policies and procedures related to IRB, IACUC, IBC, RCR, FCOI, and controlled substances.
• Review compliance applications, facilitate revisions, and coordinate submission materials for committee review.
• Notify investigators of committee decisions and request additional information as needed.
• Assist with agenda preparation, meeting coordination, and documentation of compliance committee meetings.
• Support accreditation programs (e.g., AAHRPP, AAALAC) and maintain required documentation.
• Conduct or support post-approval monitoring and quality assurance activities.
• Recommend improvements to policies, procedures, and standard operating processes.
• Provide guidance to researchers by interpreting applicable federal regulations and agency requirements.

Research Security & Export Control Functions
• Track export control training, monitor expirations, and notify personnel of renewal requirements.
• Process and document Technology Control Plan (TCP) requirements, including personnel access approvals.
• Maintain records for export-controlled projects and associated compliance documentation.
• Monitor personnel changes (e.g., termination reports) impacting export-controlled access.
• Verify compliance requirements such as citizenship status, visa eligibility, and training completion.
• Coordinate TCP execution and documentation processes.
• Assist with export-controlled financial monitoring and validation of personnel charges to projects.
• Support review and coordination of security-related applications (e.g., Official Visitor Application processes).

General Responsibilities
• Maintain accurate and complete compliance and security records.
• Educate faculty, staff, and students to promote a culture of compliance and research security.
• Interact professionally with internal stakeholders and external regulatory bodies.
• Perform other duties aligned with the mission of the Office of Research Compliance & Security.

Minimum Qualifications:

Compliance and Security Administrator I: Bachelor’s Degree in a related field. One year of relevant experience.

Compliance and Security Administrator II: Bachelor’s Degree in a related field. Three years of relevant experience. Experience must include at least 2 years at the preceding level.

Compliance and Security Administrator III: Bachelor’s Degree in a related field. Five years of relevant experience. Experience must include at least 2 years at the preceding level.

Senior Compliance and Security Administrator: Master’s Degree, Ph.D., or Juris Doctor and a Professional Certification related to Research Compliance or Research Security (e.g., CIP, CPIA, CRA, ECoP, ISP) Seven years of relevant experience. Experience must include at least 2 years at the preceding level.


Substitution Allowed: Bachelor’s degree is required; no substitutions allowed. When a candidate has the required education but lacks the required experience, they may apply additional relevant education toward the experience requirement at a rate of one (1) year education per year of required experience.

When a candidate lacks an advanced degree, two years of additional experience may be substituted for a master’s degree for the position of Senior Compliance and Security Administrator.

Knowledge, Skills, and Abilities:

• Knowledge of research compliance frameworks and research security requirements.
• Familiarity with applicable research compliance regulations (OHRP, FDA, OLAW, USDA, FDA, etc.) and export control regulations (EAR, ITAR, OFAC).
• Strong analytical, organizational, and problem-solving skills.
• Ability to interpret regulatory requirements and apply them operationally.
• Strong written and verbal communication skills.
• Ability to manage multiple priorities and meet deadlines in a dynamic environment.
• Experience with data management and enterprise systems.
• High level of integrity, confidentiality, and professionalism.

Working Conditions and Physical Effort

1. No unusual physical requirements.
2. Requires no heavy lifting, and nearly all work is performed in a comfortable indoor facility.
3. Frequent - Externally imposed deadlines; set and revised beyond one’s control; interruptions influence priorities; difficult to anticipate nature or volume of work with certainty beyond a few days; irregular hours may be anticipated; meeting of deadlines and coordination of unrelated activities are key to position.
4. Job frequently requires walking, sitting, reaching, talking, hearing, handling objects with hands.
5. Job requires standing, stooping/kneeling/crouching/crawling, and lifting up to 10 pounds.
6. Vision requirements: Ability to see information in print and/or electronically.
7. Hearing requirements: Heavy telephone contact requires ability to hear and respond to telephone conversations.
