Position Function:

The Quality and Safety Manager is responsible for leading a comprehensive Quality Management System and site safety program for the MSU Advanced Composites Institute. This position serves as the organization's AS9100 Management Representative and is responsible for ensuring compliance with AS9100 standards, customer requirements, university policies, applicable regulatory requirements, and industry best practices. The Quality and Safety Manager develops, administers, and continuously improves quality assurance processes, internal audit programs, corrective and preventive action systems, document control procedures, and nonconformance management activities. The position serves as the primary coordinator for certification audits, customer audits, management reviews, and quality performance reporting. In addition, the position serves as ACI's Safety Manager and is responsible for developing and maintaining a safe working environment through implementation of safety policies, training programs, hazard assessments, incident investigations, risk mitigation activities, and regulatory compliance efforts.

Department Profile:

The Advanced Composites Institute, or ACI, focuses on pioneering transformational composite technologies in a variety of critical sectors, including aerospace, civil, military, energy, automotive and other emerging markets. It was created at MSU with the donation of a revolutionary stitched composite process and equipment originally developed at NASA by pioneering scientist Marvin B. Dow.

Essential Duties and Responsibilities:

1. Establish and develop programs that meet compliance with regulatory expectations for quality, yielding ISO9001 and AS9100 Certifications as well as implement and maintain safety policies and procedures that comply with local, state and federal Occupational Safety and Health Administration (OSHA) rules and regulations.
2. Serve as ISO9001 and AS9100 Management Representative: ensure that processes needed for the Quality Management System are established, implemented and maintained, report on the performance of the Quality Management System, ensure the promotion of awareness of customer requirements throughout the organization.
3. Develop, plan, implement and conduct preventive care, safety, and compliance training; and training programs on topics such as inspection techniques and proper documentation.
4. Evaluate production methods and recommend improvements based on standards that guarantee work is performed in accordance with approved manuals, internal policies and procedures, contract documents, and good engineering practices.
5. Attend regular Operations meetings to discuss QA/QC issues and provide support as needed; and conduct regular safety meetings, audits (including the facilitation of customer audits), and inspections to ensure compliance, evaluate performance, identify corrective action, and implement follow up assessments.
6. Develop sampling plans, quality standards, and process control instructions for use by Operations to monitor and reduce variations.
7. Ensure compliance with all environmental health and safety and regulatory requirements.
8. Collaborate with management to develop an Emergency Action Plan and serve as primary contact for project site injury and incident notification, investigation, and case management.
9. Responsible for electronic document management that include safety inspections, reports, violations, corrective actions, and correspondence, quality documentation (procedures, policies, audit findings, updates, etc.)
10. Performs other duties as assigned.
Supervisory Responsibility
Position requires collaborative interaction at all levels of organization to expedite timely targets.

Minimum Qualifications:

Minimum Education: Bachelor’s Degree

Experience (yrs.) 3 years related work experience in manufacturing technology work environment

Preferred Qualifications:

1. 3 years or greater experience in aerospace manufacturing.
2. Experience working with regulatory agencies.
3. 3 years or greater experience leading cross-functional teams in a manufacturing environment to successfully accomplish safety and quality objectives.
4. Experience with QMS (Quality Management System) and AS9100.
5. Experience with data analytics.

Knowledge, Skills, and Abilities:

1. Knowledge of quality and safety in a manufacturing work environment to successfully manage interests of all stakeholders while maximizing efforts for improving quality and safety.
2. Knowledge of customer service principles, techniques, systems, and standards.
3. Proficient communication skills to lead and engage cross-functional teams, including customers, to identify and permanently solve problems.
4. Ability to perform root cause analysis and make effective recommendation for correction.

Working Conditions and Physical Effort

1. Lifting required up to 50 pounds. Limited exposure to elements such as heat, cold, noise, dust, dirt, chemicals, etc., none to the point of being disagreeable. May involve minor safety hazards where likely result would be cuts, bruises, etc.
2. Work hours are usually between core hours of 8 am to 5 pm; workload may dictate priorities that involve occasional demands outside core work hours.
3. Job frequently requires sitting, reaching, talking, hearing, handling objects with hands,
standing, walking; job occasionally require stooping, kneeling, crouching, crawling, and lifting up to 50 pounds.
4. Vision requirements: Ability to see information in print and/or electronically.
