The IT Project manager will provide project management support to Information Technology Services (ITS). Responsibilities of the IT Project manager include tracking, coordination, implementation, and completion of technical projects, while ensuring these projects align with ITS and MSU’s mission.

Salary Grade:  17

Essential Duties and Responsibilities:

Manage Projects
1. Oversee tracking, planning, monitoring, and reporting of technical projects using Project Portfolio Management (PPM) software.
2. Ensure project scope is sound, and progress aligns with schedule and objectives.

Facilitate Project Execution
3. Facilitate the coordination of tasks, resources, and timelines; resolve conflicts within and between projects or functional areas.
4. Identify and suggest options to mitigate risks and issues throughout the project lifecycle.
5. Track multiple projects simultaneously.

Monitor and Report Progress
6. Provide regular updates to ITS management, including progress reports, challenges, and proposed solutions.
7. Review and evaluate completed projects to assess success and efficiency.

Enhance ITS Effectiveness
8. Support the development and oversight of strategic plans for implementing IT initiatives, ensuring alignment with organizational goals and effective execution by responsible teams.
9. Identify opportunities for business process improvements within project scope.
10. Collaborate with ITS managers to outline project resource requirements and identify appropriate IT personnel for project activities.

Foster Communication and Collaboration
11. Act as liaison between upper management and project teams.
12. Foster communication among ITS teams for project success.
13. Build partnerships with customers, stakeholders, and sponsors.

Other Duties
14. Perform additional responsibilities as assigned.

Supervisory Responsibility:
No supervisory responsibility.

Minimum Qualifications:

Bachelor's degree in related field AND Experience implementing information systems, including experience successfully managing various projects.

Preferred Qualifications:

• At least 3 years’ experience supporting enterprise software systems in a large university environment.
• PMP Certification.
• Advanced degree.

• Thorough understanding of project management methodologies and phases (Initiation, Planning, Execution, Control, Closure).
• Outstanding grasp of IT concepts, processes, and operations within higher education environments.
• Understanding of strategic planning, risk management, and change management principles.

• Proficiency in project management tools and techniques.
• Strong analytical and organizational skills.
• Effective verbal and written communication.
• Ability to translate technical concepts for non-technical audiences.
• Leadership and team coordination.

Abilities
• Foster collaborative, trusting relationships with stakeholders.
• Manage multiple priorities and deliver projects on time and within scope.
• Apply theoretical knowledge to practical project execution.
• Drive continuous improvement and quality outcomes.

Working Conditions and Physical Effort

• No unusual physical requirements.
• Requires limited lifting of files and records and nearly all work is performed in a comfortable indoor facility.
• Frequent external imposed deadlines; set and revised beyond one's control; interruptions influence priorities; difficult to anticipate nature or volume of work with certainty beyond a few days; meeting of deadlines and coordination of unrelated activities are key to position; involves conflict-resolution or similar interactions involving emotional issues or stress on a regular basis.
• Job frequently requires walking, sitting, reaching, talking, hearing, handling objects with hands.
