This position is responsible for leading the Enterprise Information Systems (EIS) unit of Information Technology Services (ITS). EIS areas of activity include software system design, development, implementation, and support for major information systems at Mississippi State University (MSU). These activities encompass a broad spectrum of information technology and include all aspects of application and database programming, web and mobile application development and support, system integration, database administration, identity management, and information security. The Director reports to the Chief Information Officer (CIO) and works collaboratively with the members of the ITS leadership team to provision and deliver a broad array of information technology systems, resources, and services in support of learning, research, and service at Mississippi State University (MSU).

Essential Duties and Responsibilities:

1. Provide leadership, mentorship, and supervision for EIS staff, including unit leaders of the EIS Business Systems, Student Systems, Applications and Integrations Services, and Web Development teams.
2. Plan, supervise, and manage the activities, budget, and resources of EIS, ensuring financial oversight, quality assurance, and efficient task assignments to meet operational priorities. Establish operational priorities for EIS and align staff resources accordingly.
3. Supervise all aspects of personnel actions for EIS, including staffing, performance reviews, and staff development.
4. Work closely with the Office of the CIO and ITS leadership to ensure the effective development, implementation, and support of high-quality enterprise software solutions
and systems that align with the University’s strategic goals and operational needs.
5. Lead new enterprise software system development and implementation initiatives.
6. Collaborate with ITS and University leadership to develop and implement strategic IT
initiatives, participating in planning and development to create short- and long-range technology plans.
7. Investigate and recommend new systems and technologies to the Office of the CIO to support MSU’s mission of learning, research, and service.
8. Collaborate with other IT professionals to develop software standards, identify IT directions, and enhance application solutions for higher education. Foster communication across the institution to facilitate the implementation of technology initiatives and projects.
9. Develop, recommend, and implement IT policies and procedures, ensuring compliance with institutional and regulatory requirements.
10. Lead or assist in negotiating software licenses, support agreements, and service contracts for the University while establishing and maintaining strong relationships with vendors, state agencies, and other external entities to ensure effective collaboration and alignment with institutional technology needs.
11. Represent the University on committees, industry panels, and advisory boards, both internal and external to the university.
12. Prepare reports and presentations for the Office of the CIO and University administrators as needed.
13. Perform other duties as assigned in alignment with the evolving needs of the institution.

Supervisory Responsibility:
Manages multiple mid-level managers and other professional staff.

Minimum Qualifications:

Bachelor's degree from an accredited college or university in Information Technology or related field.

10 years of progressively more responsible experience in information technology, 5 years of which involve managing complex projects and supervising a software development and support staff in a university environment;
5 years of experience supporting the Ellucian BANNER ERP system in a large (at least 10,000 student) university environment;
5 years of experience supporting enterprise Oracle databases.

Preferred Qualifications:

Information systems work experience at a land grant university and an appreciation of the multiple missions and roles of such an institution; Experience with Linux, SVN/GIT, Microsoft SQL Server, MySQL, DRUPAL, CAS; Experience negotiating and managing software license, support, and service contracts; Knowledge of and receptivity to open source software solutions; and Advanced degree.

Knowledge, Skills, and Abilities:

1. Demonstrated competence in all phases of modern software system design, development, implementation, and support.
2. Proven ability to effectively manage several complex information technology projects simultaneously.
3. Proven ability to effectively lead a highly technical software development staff.
4. Demonstrated knowledge and understanding of relevant information systems hardware and software technologies and methodologies including system integration, databases, Web and mobile applications, operating systems, security, identity management, and networking.
5. Knowledge of legal and regulatory issues affecting information technology in higher education.
6. Demonstrated personal initiative and professionalism including excellent interpersonal, organizational, and oral/written communication skills.

Working Conditions and Physical Effort

1. No unusual physical requirements. Requires limited lifting of files and records and nearly all work is performed in a comfortable indoor facility.
2. Frequent external imposed deadlines; set and revised beyond one’s control; interruptions influence priorities; difficult to anticipate nature or volume of work with certainty beyond a few days; meeting of deadlines and coordination of unrelated activities are key to position; involves conflict-resolution or similar interactions involving emotional issues or stress on a regular basis.
3. Job frequently requires walking, sitting, reaching, talking, hearing, handling objects with hands.
