Salary Grade/Salary Minimum:
National Strategic Planning & Analysis Research Center (NSPARC) conducts research and creates customized solutions in areas of economic, workforce, business, and community development.
Essential Duties and Responsibilities:
Lead software development efforts from a technology perspective. This includes being fully involved with all technical activities within the development team (software development life cycle activities, code reviews, research, etc.) and mentoring of developers.
The software architect will perform the following: Design user interaction models and workflows; Design, code, and test application software; Integrate internal and external product design into complete software solutions; Create prototypes; Author detailed specifications and project level documentation; Effectively communicate conceptual ideas; Establish standards and best practices; Provide status reports and updates of projects to the project manager; Perform other duties as assigned.
Bachelor’s degree in Computer Science, Computer Engineering, Computer Information Systems, Information Systems, Management Information Systems or related field; four years of experience as a software architect, database administrator, programmer, or member of a software architecture team, providing technical leadership/guidance/mentorship; demonstrable experience designing enterprise software and defining software architectures; thorough understanding of information systems, relational databases, object oriented programming, and backup and recovery procedures; demonstrated expertise in Java web application development using Spring framework and Hibernate/JPA; excellent front-end skills with HTML/CSS; strong technical expertise working with relational and non-relational databases; demonstrated ability to analyze data, solve problems, and prioritize and organize work to achieve stated goals; excellent interpersonal and communication skills; mastery of user interaction design skills; ability to work independently as well as collaboratively; ability to communicate design rationale and build consensus; ability to prioritize and manage work to critical project timelines in a fast-paced environment; ability to develop new approaches to complex design problems; must be organized, have an eye for detail, and be able to put ideas into a tangible form.
Master’s Degree in Computer Science, Computer Engineering, Computer Information Systems, Information Systems, Management Information Systems or related field and three years of experience with multi-tier system development; experience building and supporting mission critical applications, running in a highly distributed manner; experience leading Agile software development teams; experience with Data Modeling and Database design; in-depth knowledge of the following frameworks/technologies: AngularJS, Microservice Architecture, Spring Boot, Docker; experience working with enterprise search technologies such as Elasticsearch and Solr; experience working with and adapting/modernizing legacy enterprise systems.
Working Conditions and Physical Effort:
- No unusual physical requirements. Requires limited lifting of files and records and work is normally performed in a typical interior/office work environment.
- Job frequently requires walking, sitting, reaching, talking, hearing, handling objects with hands.
- Vision requirements: Ability to see information in print and/or electronically.
- No or very limited exposure to physical risk.
- Frequent- External imposed deadlines; set and revised beyond one’s control; interruptions influence priorities; difficult to anticipate nature or volume of work with certainty beyond a few days; meeting of deadlines and coordination of unrelated activities are key to position; involves conflict-resolution or similar interactions involving emotional issues or stress on a regular basis
