Essential Duties and Responsibilities:

1. Manages the daily financial activities of the unit, which include participation in budget preparation and reconciliation, management of accounts payable, accounts receivable and physician payments, Payroll, Pro Card administration, administration of internal and external contracts, cash handling and the like.
2. Prepares for approval and submission budget requests and budget revisions as required.
3. Audits financial records for accuracy, availability of funds, and conformance to University and departmental policies and procedures.
4. Provides supervision to business operations staff including those assigned to the functional areas of appointment desk, front desk, medical records, and insurance/billing. Responsible for selection, training, and performance management of assigned staff.
5. Coordinates the preparation of required paperwork for clinic personnel changes; ensures maintenance of departmental personnel files for the center.
6. Recommends approval of payments of purchases. Ensures compliance with university policies and procedures, state, and federal regulations.
7. Working with the Executive Director and the executive team, identifies long-range goals and needs, and assists in the formulation and management of the strategic plan of the clinic.
8. Works with other University departments in the areas of procurement, human resources, payroll, accounting, and routine repair and maintenance functions following all applicable national, state and local laws as well as applicable university policies.
9. Provides coordination of the managed care network participation for all clinicians and the Center. Evaluates new managed care options. Prepares necessary applications for admittance to managed care networks and for re-credentialing and continued participation in current networks.
10. Provides coordination for the re-accreditation process for Accreditation Association for Ambulatory Healthcare.
11. Works with the Oktibbeha County Hospital medical staff coordinator regarding credentialing issues.
12. Monitors the professional liability Insurance program for physicians.
13. Provides administrative oversight and support for revenue cycle management.
14. Administers the student sickness and accident Insurance program.
15. Performs other related duties as assigned.

Minimum Qualifications:

Minimum Required Education and Experience
Education Bachelor’s degree Accounting, Business Administration, or closely related field
Experience (yrs.) 5 years Experience directly related to the duties and responsibilities listed above

Preferred Qualifications:

Certified Public Accountant (CPA or other related certification)
Master’s degree in Accounting, Business Administration or other business related degree

Knowledge, Skills, and Abilities:

Minimum Required Knowledge, Skills, and Abilities:
Experience in planning and administering budgets
Knowledge of business management principles and practices
Experience in supervision and training of staff, including organizing, prioritizing, and scheduling work assignments
Skill in organizing resources and establishing priorities
Ability to foster a cooperative work environment
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituents in a diverse community
Knowledge of customer service principles, techniques, systems and standards
Skill in the use of personal computers and related software applications
Knowledge and understanding of Pro Card policies and procedures
Knowledge of financial/business analysis techniques
Ability to develop and maintain recordkeeping systems and procedures
Proven record of handling highly confidential information

Preferred Knowledge, Skills, and Abilities in one or more of the following:
Experience in managed care network contracting
Knowledge of medical practice revenue cycle and reimbursement issues
Knowledge of ambulatory medical office accreditation process
Experience in medical office management
Knowledge of Banner and/or appropriate medical system software.
Experience in a Higher Education environment.
Knowledge of HIPAA and other health-related policies.

Working Conditions and Physical Effort:

•No or very limited physical effort required.

•Work is normally performed in a typical interior/office work environment.
•Considerable physical activity. Requires heavy physical work; heavy lifting, pushing, or pulling required of objects up to 50 pounds. Physical work is a primary part (more than 70%) of job.

•Work may involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.
